Yes, I'm pretty sure that in some configurations HAGS can cause this. Try turning of HAGS and see if that helps: https://obsproject.com/wiki/How-to-disable-Windows-10-Hardware-GPU-Scheduler I think Vive has fixed the software somewhat since so you may be experiencing a different problem, but it's definitely worth a try.
