Packaging from Unreal Engine 4.27 to Focus 3 OpenXR

I'm also having this issue on UE 4.27.2 with Vive OpenXR. When I package via File -> Package Project -> Android -> Android (ASTC) it works fine. But when I package via a build profile in the Project Launcher it gives an error saying No Google Play Key and description says no OBB or key. The build profile, store key, and OBB are setup and worked for other platforms.
