Vive Tracker Dongle Issue

My Vive tracker never seems to connect. I plug the tracker dongle into my pc it says "USB Device not recognized" 

I have uninstalled/ reinstalled driver

Updated Windows

Restarted

Tried different USB Ports

Changed USB Power management settings

I don't know what else to do I just got these trackers about a month ago and rarely use them.

The other 2 trackers I have don't have any issues connecting
