Unity windowed mode vs. fullscreen on Focus 3

I am trying to get an app to run in windowed mode rather than fullscreen in the focus 3 "lobby". Presently my app insists on starting in fullscreen mode regardless of  what setting I apply in Unity's project settings (under player/resolution & presentation. Whether it is set to fullscreen or windowed doesn't seem to matter. I only have the openXR sdk along with focus 3 support installed and am running the 2021 version of unity.

I am looking for behavior similar to how the built in browser pops up in a window it the startup environment.

Anybody got any experience with this ?
