htc vive console no response and problem downloading device settings

I replaced cpu with 9800x3d today.

Vive console doesn't respond even if I turn on the link box after replacing CPU.

If I force the HTC VIVE console to run in the bottom tray, the window will go off.

I also tried reinstalling the driver in steam vr.

I've deleted and reinstalled all the HTC software.
Then when I start downloading from the device settings for VP2 on viveport, the download panel turns off again as soon as the download is finished.

Does anyone else have the same problem as me?
