need help for a fix htc cosmos elite with tracking pad

i have issue  seting up the device, i have buy htc vive cosmos elite, with a tracking pad in the front, 12hours ago and tried to set iit up since without a break, at first nothing worked, then the vr headset worked but not the controllers, now the controllers are paired but the headset dont work right, it stays in a state of ''turning on'' all i can see is stars and steam that isometimes can show if my device is reconize by steam, its like i cant get everything to fonction all at once its always some part of it there and there and its not constant i have amd radeon RX 580,Intel(R) Core(TM) i3-9100 CPU @ 3.60GHz   3.60 GHz, 24g ram win 10 x64, i did a ddu wipe that had some result, from nothing working to some there and there, but even with multiple reinstall and wipe i just cant figure out a fix, i have look online alot and other peoplewith similar issue found some fix that solve it all or have sold their htc for something that worked for them.... ithe only thing i can think that may (cross my finger) fix it is updating my usb to 3.0 but i doubt it would fix it simply because i have a 3.0 and it didnt fix it
