Tilt Brush Activated on Redemption Page but Does Not Appear in Vive App

I just redeemed my code for Fallout 4 VR and Tilt Brush. Steam is currently downloading Fallout 4 VR, and while I selected "Activate All" on the code redemption screen and was told Tilt Brush was then activated and ready for download in the Vive desktop app, there is no Tilt Brush to be found.

 

I have followed the main thread that lists this issue as resolved, but I can confidently say I am still facing an issue. Does anyone have any additional information? There is no Tilt Brush in my library, and navigating to the Tilt Brush market page only gives me the option to purchase the software.
