ViveSetup not installing (.net isn't installed)

I'm having a problem where when I try to install vive it says I need to install .Net framework 4.6, so it installs and it tells me to restart my computer. Upon my computer starting back up it throws back the error that .net framework 4.0 is not installed. I tried installing .Net separately from the vivesetup.exe and it says it is already installed.
