Wave 3.1 SDK is under the final run for compatibility testing, and should be coming soon shortly in early August.

This I assume means that the firmware on the consumer headsets (vive focus) will be updated to support sdk 3.x features?

You can download the latest SDK 3.1.4 from below link.

BTW, there will be an ROM upgrade plan in Dec.

But you can ignore the ROM version on your device side, since we make our latest SDK compatible with previous ROM version across different devices.
