Steam error 108, rx 5700 xt

I got the vive about  5-6 months ago(Valentines day), and have been regularly using it since then.  I ended up not using it for a week and a half or so, then suddenly when i tried to start it will not power on, and gives me a error 108 in steamvr that headset not detected.  Ive reset the position of the usb's, switched between monitors, went downt o one monitor, changed hdmi plugs, reset the link box per steam troubleshooting, reset the computer, about anything i could think of.  It is not detected under displays, and the light on the side stays red.
