I've been waiting for it to be back in stock for the past few weeks now, and i'm starting to second guess myself.  Is the Deluxe audio strap out of stock? if not, whats happening that's making it out of stock for this long?

The Original vive has been discontinued, so it's likely the accessories are also End of life, including the deluxe audio strap. I doubt you'll see any new stock being manufactured.
