I'm having this same issue. I have one dongle that works fine and another that isn't recognized by SteamVR but appears as WADS Production Test in device manager.

I suspect both of you have faulty USB dongles - I would recommend requesting replacements from the live chat agent. If you hit any snags - post again here and I can try to
