[How to improve the graphics quality of the HTC VIVE COSMOS]

I bought an HTC VIVE COSMOS a month ago and I'm having trouble configuring for better image quality

Poor graphics quality

I had a GTX 970 video card and I realized that the quality was not good, I bought this week an RTX 2080 SUPER
and the quality remains the same as the GTX 970.

Example:

1 - When changing from one application to another, VALVE animation / leyout is demonstrated in a dark environment with
the starry sky and the symbol of VALVE in animation, however, the sky is blurred and it is not possible to clearly see ace
stars etc.

2 - In the "YOU TUBE VR" application, the 360 4K and VR videos have terrible qualities
3 - In "THE BOND", there was no improvement in quality between the video cards mentioned
4 - In the animation "The Extraordinary Honey Bee" the image is of low quality and there was no improvement in quality between the video cards mentioned
5 - In the game "The Ranger Lost Tribe" the image is of low quality and there was no improvement in quality between the video cards mentioned

I request guidance on how to improve the graphics quality of the HTC VIVE COSMOS for a better VR experience.
