You can typically rule it out as a software issue if: It's always the same controller, no matter if it's assigned as left or right hand. (order paring is one way to test this). It happens in all SteamVR apps - not just one piece of software. There is a trackpad calibration tool but it's mostly for soft trackpad issues (like finger swiping). If it is a hardware thing, the warranty situation will depend mostly on your date of purchase.
