Hey! I had the same issue and switching the vive nic card to a diffrent pcie slot fixed it. I originally had the vive nci card plugged into my pci 4 port which is a pcie 2.0 x 16 slot. This produced having choppy frames. Then i switched it overe to my pcie 3 port which is pcie 2.0 x1 slot and it fixed all of my stuttering issues!
