Can't connect Vive Cosmos due to endless "detecting USB connection".

I got a used Vive Cosmos, it didn't come with the original USB cable. I had to buy a new one from a different manufacturer. I plugged everything in, but the setup program doesn't see the USB. If I don't go through the initial setup, still nothing works, error 001.
 I can't verify the USB cable is working as I don't have any devices that use USB-A on both sides. I tried another pc, but the same situation there.

 Question: if the problem is not the physical cable, how can I solve it, and also can I use a regular USB 3.0+ instead of the kit cable?
