Bypassing SteamVR input action mapping

Hi I am using the POGO Pins for Vive Tracker to fire off some custom buttons that I made. 

I tried using the SteamVR input action mapping method and it works..... as long as steam is online. 

However I would like to be able to use it even if Steam is not on. Will using the Vive Input Utility help me?

Previously we just use the old SteamVR 1.X plugin and convert the trackers to controllers, but that method is no longer viable with the new Trackers 2.0, so I am looking for an updated solution to using the POGO pins of the Vive Tracker in a more enterprise friendly way.
