HTC Vive/Steam Setup Issue

During room scale setup, I am finding an issue that seems to happen randomly, or with very little reasoning behind it.

I use HTC Vive Pro, and occasionally when attempting to trace my space, I am unable to see the base stations, headset and controllers - instead, I get only a close-up of a controller which does not allow me to trace the space.

I reboot and reattempt setup (including all hardware) and most of the time this rectifies the issue. However, this most recent time I had to re-pair the controllers and reboot headset before I was able to bypass this.

My question is: What causes this, and is there a way of preventing this type of issue happening (seemingly randomly) in the future?
