Developing App to Help Train Classroom Teachers

I was to use Vive to create an app that would act as a classroom simulator to help train new teachers, just like how a flight simulator creates a virtual reality environment for a pilot.  I am a teacher and know a lot about how this could be designed and used to train teachers, but I know nothing about developing games or apps.  I would love some help in anything from talking about this idea to getting the basic development work done to create some form of a prototype.  I very much welcome any and all feedback on this idea.  Where should I start?  What questions should I be asking?  Which people should I be trying to talk to?
