One tracker does not turn on when you press and hold the button.

We have a HTC Live Pro and 6 trackers.
One of the trackers can only be turned on by connecting it to the USB power cable. Even if you keep the power button pressed it does not start if it is not connected by cable. Logically it has battery. It only happens with a tracker, the rest does not have that problem.

The firmware of that tracker is updated.
What could be the problem?
Is there any way to reset to factory settings and reinstall the firmware?
It is a problem because every time it is turned off, it can only be started up by switching it on by cable and also always have to be paired again which is very uncomfortable and is not functional.
